Hurt at work in Irvine

Irvine cases are heard at the Santa Ana WCAB, though the state’s ZIP list sends 92617 to Riverside. Where to file, where to get free help, and who works here.

THE SHORT ANSWER

If you live in Irvine or were hurt at work there, your case will generally be heard at the Santa Ana district office of the Workers’ Compensation Appeals Board, 2 MacArthur Place. One Irvine ZIP code, 92617, comes back “Riverside” on the state’s locator, but the statute sets venue by county, not by ZIP code: where you live, where you were hurt or, with a lawyer, the county of the lawyer’s office. Our office is in Los Angeles; we have no office in Irvine.

Where we are

Our office is in Los Angeles, at 1625 W. Olympic Blvd, Suite 802. We do not have an office in Irvine.

What that means for you:

  • The consultation is a phone call, in English, Spanish or Korean. It is free.
  • The case runs by phone, mail and electronic filing. You do not drive to Los Angeles to sign a form or go over a letter.
  • Your hearings are not in Los Angeles. Most conferences are held by video, and the link is on your hearing notice. Trials, expedited hearings and walk-throughs are in person at the district office that has your case, which for most Irvine cases is Santa Ana. We appear there for our clients.
  • If you cannot come to us, we come to you. We make home and hospital visits across the four counties we serve, Orange County included. Say so when you call.

Irvine, by the numbers

From the Census Bureau’s American Community Survey, 2020–2024 (percentages are our calculation where the table gives counts):

MEASUREIRVINEORANGE COUNTY
Population311,690 (2020 Census count: 307,670)—
Employed residents in education, health care and social assistance23.2%21.2%
… in professional, scientific, management and administrative services20.0%15.2%

Speak Korean at home6.0%2.6%
Speak Spanish at home6.8%24.3%
Speak English less than “very well”16.6%18.3%

Irvine is not a smaller copy of the county. Two of every three employed residents (66.8%) work in management, business, science and arts occupations, against 46.9% countywide; more than one in four workers worked from home; and the language spoken at home most often after English is Chinese, not Spanish. Those differences change which claims people here have, and which ones they never file.

These are survey estimates with margins of error, so treat them as approximate.

Every Irvine ZIP code but one returns Santa Ana. The Division of Workers’ Compensation publishes a ZIP code list and a locator showing which district office serves each ZIP code. On both, read October 5, 2026:

The rule behind the list: Labor Code § 5501.5

The statute speaks in counties. The ZIP code list is how the DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401. routes an address to an office. The Application for AdjudicationApplication for Adjudication Opens your case at the Appeals Board. One year. may be filed in the county where you live on the date of filing; the county where the injury occurred (in cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed. and industrial disease claims, where the last injurious exposure occurred); or, if you have a lawyer, the county where your attorney maintains a principal place of business. The law requires your written consent to the venue chosen, filed with the application, and where a county has more than one Appeals Board office, it allows filing at any of them that meets those criteria. Orange County has two: Santa Ana and Anaheim.

If you live in Irvine and were hurt in Irvine, the county is Orange on both counts. If you live here and were hurt on a job in Los Angeles County, either county is allowed. Our principal place of business is in Los Angeles County; if that county is chosen, the employer may object within 30 days, and a timely objection sends the case to where you live or where you were hurt. Once the case is filed, venue changes only on a petition showing good cause. How a case lands in Santa Ana, and how it moves.

If your ZIP code is 92617

About 24,000 people live in the 92617 ZIP code area, nearly all of it inside the city (Census Bureau, 2020–2024 estimate and 2020 ZIP-area boundaries). Enter 92617 in the DWC’s locator and it answers “Office: Riverside.” The DWC’s downloadable list says the same.

Unless your lawyer’s principal place of business is there, Riverside County is not one of the counties § 5501.5(a) gives a worker who lives in Irvine and was hurt in Orange County. Orange County is, and in Orange County either office may be used. The person who files the case opening document designates the venue and states its basis. If you live in 92617, make sure your application names an Orange County office. The list gives no reason for sending 92617 to Riverside.

One more quirk of the same ZIP code: Cal/OSHA’s office locator returns no record for 92617. Search it by the city name, Irvine, and it returns the Santa Ana District Office.
