3,163,696 people (California Department of Finance, January 1, 2026) and two workers’ compensation district offices, Santa Ana and Anaheim. The claims follow the work — hospital floors, hotel rooms, kitchens, factories, stone shops and job sites — and about one in twelve of California’s first reports of work injury comes from here.
Which office hears your case
Two district offices, in practice by ZIP code — though § 5501.5(a) also allows the county of your attorney’s principal place of business.
| Office | Serves, broadly | The practical difference |
|---|---|---|
| Santa Ana — 2 MacArthur Place | Central and southern OC | Parking up to $18/day — the highest of the Southern California offices. Metrolink is 4 miles away and not walkable. |
| Anaheim — 1065 N. Link | Northern OC | Free parking, and the Metrolink station is directly behind the building — rail at the door. |
If you do not drive, that difference is significant — and it is worth knowing venue is not fixed by ZIP code alone. Where a case can be filed is set by § 5501.5 — and the choice is not yours alone. The law lets the application be filed in the county where you live on the filing date, the county where the injury occurred (or, in cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed. and occupational disease, where the last injurious exposure occurred), or the county where your attorney’s principal place of business is, if you are represented. The law requires your written consent to the selected venue to be filed with the application. (If the attorney’s office is the one chosen, the employer may object and force one of the other two.) Two offices, one county. The law names counties, and where a county has more than one office § 5501.5(b) allows the application to be filed at any Appeals Board location in that county. In practice, inside Orange County, the DWC’s ZIP code locator is what sends a case to Santa Ana or to Anaheim, and moving a filed case from one to the other takes a petition showing good cause. The options widen at the county line. Take a worker who lives in Mission Viejo and was hurt on a job in Temecula: the case can be heard in Orange County, where the worker lives, or in Riverside County, where the injury happened — and Riverside County’s office is in Riverside. Either is allowed; trials are in person at whichever office has the case.
A day in court in Orange County. Both offices run two sessions, 8:30 to noon and 1:30 to 5:00, and call cases in turn — plan on half a day, a full day for a trial. At Anaheim, check in at the front counter in Suite 170; at Santa Ana, no food or drink in the waiting room or hearing rooms. Most conferences are held by video — the link is on your hearing notice — but trials, expedited hearings and walk-throughs are in person. Santa Ana in detail · Anaheim in detail

And engineered stone fabrication, which has produced a severe cluster of accelerated silicosis in young Southern California workers. California adopted an emergency standard in response, and made it permanent in February 2025. This is the most consequential current exposure in the state.
In 2024, Orange County employers and insurers filed 55,718 first reports of occupational injury — 8.20% of California’s total (DWC, Workers’ Compensation Information System). Those are reports, not lawsuits; most never become an Appeals Board case.
Heat
Cal/OSHA’s July 21, 2026 heat warning named Orange County. With triple-digit temperatures expected across Southern California from July 22 to 27, heat advisories took effect for portions of Los Angeles, Orange, Riverside, San Bernardino and San Diego counties, among others.
Outdoors, the law requires shade when the temperature exceeds 80°F, and landscaping and construction are among the industries that must also follow high-heat procedures at 95°F.
Indoors — kitchens, hotel laundries, warehouses — 8 CCR § 3396 applies wherever the temperature reaches 82°F with employees present. Its full requirements, including assessment and control measures, apply at 87°F by temperature or heat index, or at 82°F for workers in clothing that holds heat in or near high radiant heat. Cool-down areas must be kept below 82°F unless the employer demonstrates that is infeasible. The rule has been in force since July 23, 2024. Heat illness claims.

- Tell your employer in writing — a dated text or email — and keep a copy.

- Ask for an interpreter — Spanish, Vietnamese, Korean or any other language — wherever you need one. It costs you nothing.
