Which office hears a Torrance case

Most of Torrance goes to Long Beach. The Division of Workers’ Compensation publishes a list of California ZIP codes with the district office that serves each one. Every ZIP code from 90501 through 90510 is on it for Long Beach. The four that cover almost all of the city, 90501, 90503, 90504 and 90505, hold about 95% of its land.

One part of the city goes to Marina del Rey. About 4% of Torrance’s land lies in ZIP code 90277, which the city shares with Redondo Beach. The Postal Service’s name for 90277 is Redondo Beach, so a home inside Torrance’s city limits can have a Redondo Beach address. The DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401.’s list sends 90277 to Marina del Rey. Two slivers of the city, in 90278 and 90248, are on its list for Marina del Rey too.

Shares are of land area, not of people, from the Census Bureau’s ZIP Code Tabulation Areas, which approximate ZIP codes. Look up your own ZIP code on the DWC’s locator rather than relying on the city name on your mail.

The rule behind the list: Labor Code § 5501.5

The statute speaks in counties. The ZIP code list is how the DWC shows which office serves each ZIP code. The Application for AdjudicationApplication for Adjudication Opens your case at the Appeals Board. One year. may be filed in:

  1. the county where you live on the date of filing;
  2. the county where the injury allegedly occurred, or, in cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed. and industrial disease claims, where the last alleged injurious exposure occurred; or
  3. if you have a lawyer, the county where your attorney maintains a principal place of business.

The law requires your written consent to the venue chosen, filed with the application. It also says that where the county chosen has more than one Appeals Board office, as Los Angeles County does, the application is filed at a location in that county that meets the criteria in subdivision (a).

What that means in Torrance. Take a worker who lives in the 90277 part of the city and was hurt at a plant in 90501. The list points to Marina del Rey for the home and Long Beach for the job, and both offices are in Los Angeles County. Ask which office before the application is filed, because your written consent goes in with it. A Torrance resident hurt on a job in Orange County can file in Los Angeles County, where they live, or Orange County, where they were hurt.

For a Torrance worker hurt in Torrance, the third option adds no new county. Our principal place of business is in Los Angeles County, the same county as Torrance. Where the attorney’s county is the one chosen, the employer may object within 30 days, and a timely objection sends the case to where you live or where you were hurt. After the case is filed, venue changes only on a petition showing good cause, with the reasons set out specifically. How the offices compare.
