THE SHORT ANSWER

If you live in Glendale or were hurt at work there, your case will generally be heard at the Los Angeles district office of the Workers’ Compensation Appeals Board, 320 W. 4th Street, not at Van Nuys, which takes Burbank next door. The state does not publish its claim form in Armenian, and an interpreter at treatment, exams, depositions and hearings costs you nothing. Our office is in Los Angeles; we have no office in Glendale.

If you live in Glendale or were hurt at work there, your workers’ compensation case will generally be heard downtown, at the Los Angeles district office of the Workers’ Compensation Appeals BoardWCAB Workers’ Compensation Appeals Board. The court system that decides these cases. 23 district offices statewide., and not at Van Nuys, even though Burbank, next door, goes to Van Nuys. Every Glendale ZIP code is on the Los Angeles office’s list. The Division of Workers’ Compensation publishes a list showing which district office serves each ZIP code. All of Glendale is on the Los Angeles office’s part of it. The line between Los Angeles and Van Nuys runs along Glendale’s border with Burbank:

ZIP CODEWHERE IT ISTHE DWC’S LIST SENDS IT TO
91201 through 91210Glendale (the Postal Service’s city name for all ten)Los Angeles
9121459% of its land is in Glendale; most of the rest is La Crescenta-MontroseLos Angeles
9102028% is in Glendale; most of the rest is La Crescenta-MontroseLos Angeles
91046Entirely in GlendaleLos Angeles
91501, 91502, 91504, 91505, 91506BurbankVan Nuys

No Glendale ZIP code is split between offices. Three ZIP codes that take in only a few blocks of the city, 90039, 90041 and 91011, go to Los Angeles too.

The rule behind the list is Labor Code § 5501.5. Your application can be filed in the county where you live on the date of filing, the county where the injury occurred (for cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed., where the last injurious exposure occurred), or, if you have a lawyer, the county where the lawyer maintains a principal place of business. Your written consent to the venue is filed with the application. If the attorney’s county is the one chosen, the employer has 30 days from receiving the attorney’s information request form to object, and an objection sends the case to where you live or where you were hurt. After filing, venue changes only on a petition showing good cause.

If you live in Glendale and were hurt in Los Angeles County, all three choices point to the same county, because our office is in it too. The DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401.’s list is then what matches a Glendale address to the downtown office.

Hurt at a job in Burbank?

Both cities are in Los Angeles County, the unit § 5501.5(a) uses. Where a county has more than one office, the law says the application is filed at an appeals board location in that county that meets the criteria of subdivision (a). The DWC’s list puts your home ZIP code at Los Angeles and a Burbank job site at Van Nuys. Ask which office the application will name, and why, before you sign the consent that is filed with it.

The court, in practice

Most of a case happens by video. Status conferences, mandatory settlement conferences, priority conferences, rating MSCs and lien conferences are held remotely by CourtCall video, and the link is on your hearing notice. Trials, expedited hearings and walk-throughs are in person. The downtown office screens everyone with metal detectors and x-ray at the door, so allow extra time. Security, parking and the 9th-floor rules.

Getting there from Glendale

Take Metrolink to Union Station, then the subway two stops. Metrolink’s Glendale station, 400 W. Cerritos Avenue, is on the Antelope Valley and Ventura County lines, and both lines also stop at L.A. Union Station. Metrolink says parking at the Glendale station is free for its passengers. At Union Station, Metro’s B and D Lines run to Pershing Square, two stops on. Use the 4th Street stairwell; the court is a block away.

Few Glendale residents ride to work now. Only 2.3% of Glendale workers commute by public transportation, and 21.2% work from home (Census Bureau, 2020–2024). For a trial day downtown, the train is still worth knowing.

More Glendale residents speak Armenian at home than speak only English. The Census Bureau estimates 65,264 Armenian speakers age five and over, 36.1% of residents that age, against 61,016 who speak only English. About half of them, 33,923 people, told the Census Bureau they speak English less than “very well.” They make up six in ten of all the Glendale residents who said that. The same survey counts 7,731 Tagalog speakers, 4,231 Russian speakers, 2,639 Arabic speakers and 2,349 Persian speakers.

These are survey estimates with margins of error (for Armenian speakers, plus or minus 2,746), so treat them as approximate. The Armenian figures are published for the Census Bureau’s “Glendale City” area, whose population and language totals match the city’s exactly.

What the work here does

The largest employers in Glendale are the school district, Service Titan, the hospital and the City. The City’s financial report for the year ended June 30, 2025 lists Glendale Unified School District (4,000 employees), Service Titan (2,900), Glendale Adventist Medical Center (2,550) and the City of Glendale (1,985) at the top. Also among its ten largest: Glenair Inc. (1,770), Glendale Community College (1,500), Walt Disney Imagineering (1,010) and DreamWorks Animation (932).

Residents work across the county, and their jobs look like this: educational services, health care and social assistance, 26.6%; professional, scientific, management and administrative services, 15.1%; arts, entertainment, recreation, accommodation and food services, 9.9%; retail, 8.5%; finance, insurance and real estate, 7.0%; information, 6.6% (Census Bureau, 2020–2024).

Schools and the college. Teachers, aides, custodians and bus drivers. School employees have a leave rule of their own, and districts rarely mention it. School employee claims.

Hospitals and care work. Lifting and moving patients, violence on the ward, and caregivers who work alone in someone’s home. Healthcare worker claims. · Caregivers and domestic workers.

Desks, in an office or at home. Typing and screen work wear out wrists, necks and backs over months, with no single day to point to. That is a cumulative trauma claim, and it is a real one. Cumulative trauma. · Hurt while working from home.

Film, television and animation. Studio and production work, with the loan-outs and payroll companies that blur who the employer is. Film and TV crew claims.

Working for yourself, or told you are. Nearly one employed resident in ten works in an unincorporated business of their own. If the company that pays you calls you a contractor, that does not settle it. Labor Code § 3357: any person rendering service for another, other than as an independent contractor or unless expressly excluded, “is presumed to be an employee.” They say I’m an independent contractor.

Armenian, Spanish, Korean or English

The state’s papers are not in Armenian. The DWC publishes the DWC 1 claim form in English, Spanish, Chinese, Korean, Tagalog and Vietnamese, and its fact sheets and guides for injured workers in Spanish, Chinese, Korean, Tagalog, Vietnamese and Hmong. Neither page offers anything in Armenian. If a letter arrives and you cannot read it, do not set it aside. How to tell which kind of letter you are holding.

An interpreter is your right, and the employer pays:

  • At medical treatment appointments, a qualified interpreter if you cannot effectively communicate with your treating physician because you cannot proficiently speak or understand English.
  • At an examination requested by the employer, its insurer, the Appeals Board or a judge, a qualified interpreter, meaning one certified or deemed certified, provided by the employer.
  • At your deposition, on your request, a certified interpreter the employer pays for.
  • At Appeals Board hearings, a qualified interpreter, with the fees paid by the employer.

Ask for an interpreter in Armenian, and do not accept a family member or a coworker as your interpreter at a medical-legal exam. An interpreter who does not know your regional vocabulary can smooth over the exact words you chose. Your interpreter rights. · If the interpreter was not good.

Our consultations are in English, Spanish and Korean. Spanish- and Korean-language services are provided by attorneys and staff of this firm who are fluent in those languages.
