Claims administrators

“Keenan is handling my claim. Who are they?”

Keenan administers workers’ comp claims for employers and public-agency pools. How to reach your claims examiner, Keenan’s offices, and the MPN question.

THE SHORT ANSWER

Keenan is a claims administrator: your employer, a pool your employer belongs to, or an insurer hired it to run the claim, and they pay the benefits. Keenan’s own injured-worker site says the best person to contact about an existing claim is the claims examiner assigned to it, whose name, telephone number and mailing address must be on every benefit notice.

If your workers’ comp letters come from Keenan, your employer, a pool your employer belongs to, or an insurer is using Keenan to run the claim. Here is what that means, how to reach the person handling it, how to find your medical network, and what to do when nobody answers.

Who Keenan is

A California firm that administers claims. Keenan’s website describes it as a regional firm with seven offices located throughout California. Among its services it lists self-insured workers’ compensation and pooled and joint powers authority programs.

It is on the state’s list. The Office of Self-Insurance Plans’ list of third-party administrators, dated July 31, 2026, includes Keenan & Associates, with California locations in Torrance, Riverside, San Jose, Rancho Cordova and Pleasanton. A company that administers or adjusts self-insured employers’ claims must hold a Certificate to Administer, with listed exceptions.

What that means for your claim

Keenan runs the claim. It does not fund it. A third-party administrator is an agent under contract to administer the claims of an insurer, a self-insured employer, a legally uninsured employer or a self-insured joint powers authority. The benefits are paid with the money of whoever hired it.

Public employers can self-insure. A county, city, public district or other public agency may self-insure under a certificate from the Director of Industrial Relations, alone or as a member of a joint powers pool. In that case the money is your employer’s or the pool’s.

The examiner works for the payer, not for you. Every benefit notice must tell you that you have a right to disagree with decisions affecting your claim and a right to be represented by an attorney of your choice.

Public employment can add benefits. How to reach your adjuster

Keenan’s own advice. Its injured-worker website says: “For questions about an existing claim, the best person to contact is the claims examiner assigned to the claim.”

The notice tells you who that is. Every benefit notice must show your claim number and the name, telephone number and mailing address of the individual claims examiner responsible for your claim. Write to that person and put the claim number on everything you send.

Keenan’s published numbers. As of October 5, 2026, Keenan’s office locations page lists its corporate headquarters in Torrance at (310) 212-3344 and (800) 654-8102, and a Workers’ Compensation & Disability Claims Processing Unit at PO Box 2707, Torrance, CA 90509.

Which medical network applies

DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401.’s list does not show a Keenan network. On DWC’s list of active Medical Provider Networks, as of July 8, 2026, no network names Keenan as the applicant.

The network comes from your employer. An insurer, an employer, or a company that provides physician networks may set up an MPNMPN Medical Provider Network. Your employer’s list of physicians. After the first visit you may switch within it without permission.. If your employer or its pool uses one, that is the network you treat in.

Your MPN notice names it. When an injury covered by an MPN is reported, the employer or its insurer must give you a complete written MPN notification, in Spanish as well if you primarily speak Spanish. It must include the MPN’s identification number, toll-free telephone access to the MPN contact, and the MPN website. If you never received one, ask for it in writing. How the MPN works

When nobody answers

Write, and keep a copy. A dated request with your claim number and a date for a response is what every remedy depends on. My adjuster won’t call me back

Late checks carry an automatic 10%, paid “without application,” with narrow exceptions. Unreasonable delay is increased up to 25 percent or up to $10,000, whichever is less with a two-year deadline from the date the payment was due. And where payment is unreasonably delayed or refused after an award has issued, by an employer that secured payment, including a self-insured one, the law requires the Appeals Board to award reasonable attorney’s fees for enforcing it, paid by the employer.
