Hurt at work in the High Desert

Victorville, Hesperia, Apple Valley, Adelanto and Barstow cases go to the San Bernardino WCAB, with one Hesperia ZIP code to Riverside. Federal jobs are FECA.

THE SHORT ANSWER

A case from Victorville, Hesperia, Apple Valley, Adelanto or Barstow is generally heard at the San Bernardino district office, 464 W. Fourth Street. The DWC’s ZIP code list makes one exception: Hesperia’s post office box ZIP code, 92340, goes to Riverside. A federal civilian employee at Fort Irwin, the Marine Corps Logistics Base or the federal prison complex is under FECA, not California workers’ comp. Our office is in Los Angeles, and we have no office in the High Desert.

On this page

The High Desert is not a city, and no workers’ comp court carries its name. For a work injury claim, it is five cities, one district office in San Bernardino, and a ZIP code list with one surprise in it. Below: which office hears your case, the work here, the federal jobs that are not California comp at all, the heat, and the free help.

Where we are

Our office is in Los Angeles, at 1625 W. Olympic Blvd, Suite 802. We do not have an office in Victorville or anywhere in the High Desert.

What that means for you:

  • The consultation is a phone call, in English, Spanish or Korean. It is free. After that, the case runs by phone, mail and electronic filing with the DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401..
  • If you cannot come to us, we come to you. We make home and hospital visits across the four counties we serve, San Bernardino included. Say so when you call.
  • Your hearings are not in Los Angeles. Most conferences are held by video, and the link is on your hearing notice. Trials, expedited hearings and walk-throughs are in person at the district office that has the case. For a case filed where you live, that is San Bernardino, and we appear there for our clients.

The High Desert, by the numbers

379,644 people lived in the five cities on January 1, 2026, about one San Bernardino County resident in six (California Department of Finance; the total and the share are our calculation). In 2025, Hesperia grew 0.7%; Victorville, Apple Valley, Adelanto and Barstow each lost population.

Which court hears your case

San Bernardino, for every High Desert ZIP code we checked but one. The Division of Workers’ Compensation publishes a ZIP code list and a locator (“Enter the five-digit ZIP code to find the DWC office serving that location”). On that list:

CityZIP codesDWC office on the list
Victorville92392, 92393 (PO boxes), 92394, 92395San Bernardino
Hesperia92344, 92345San Bernardino
Hesperia92340 (PO boxes)Riverside
Apple Valley92307, 92308San Bernardino
Adelanto92301San Bernardino
Barstow92311San Bernardino

San Bernardino: 464 W. Fourth Street, Suite 239, the Rosa Parks Building · (909) 383-4341. Riverside: 3737 Main Street, Suite 300 · (951) 782-4269.

Hesperia is split, and only on paper. The DWC’s list and its locator both send 92340, Hesperia’s post office box ZIP code, to Riverside. Section 5501.5(a)(1) asks where you live, and a post office box is not where you live. A Hesperia resident lives in San Bernardino County, which has one district office. If your paperwork shows only a PO box, look up your street address’s ZIP code, and check where your case was filed.

The rule behind the list: Labor Code § 5501.5

The statute speaks in counties. The ZIP code list shows which office serves each ZIP code. The Application for AdjudicationApplication for Adjudication Opens your case at the Appeals Board. One year. may be filed in:

  1. the county where you live on the date of filing;
  2. the county where the injury allegedly occurred, or, in cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed. and industrial disease claims, where the last alleged injurious exposure occurred; or
  3. if you have a lawyer, the county where your attorney maintains a principal place of business.

The law requires your written consent to the venue chosen, filed with the application.

Here, the second option matters. One worker in five from Adelanto, and about one in six from Victorville and Hesperia, works in another California county. If you live here and were hurt on a job in another county, either county is allowed. Weigh where your doctors and witnesses are, and the drive on the in-person days.

Our principal place of business is in Los Angeles County. That county is also permitted, but the employer may object within 30 days, and for someone who lives here it adds a longer drive. After filing, venue changes only on a petition showing good cause. How the offices compare.

The San Bernardino office, in practice

Bring a photo ID, for you and for everyone with you. Parking is $5 a day in the state structure, or free in a public lot a block away. Cases are set by session, so allow half a day, and a full day for a trial. Everything about the building, on our San Bernardino office page.

Without a car: VVTA Route 15. Victor Valley Transit’s Route 15, “Barstow - Victorville - San Bernardino,” stops in Barstow, at St. Mary Medical Center and at the Victor Valley Transportation Center, then runs to the San Bernardino Transit Center, 599 W. Rialto Avenue, seven days a week. The fare is $6.50 between Barstow and the Victor Valley, and $6.50 between the Victor Valley and San Bernardino; $3.25 for seniors, riders with disabilities or Medicare, and veterans. Downtown, Omnitrans’ sbX Green Line runs along E Street, with stops at Rialto Avenue and at Court Street. The DWC names no stop for the building, so walk it once before a trial day.

Who works here, and how they get hurt

About one employed resident in eight across the five cities works in transportation and warehousing (17,261 of 139,543; our calculation), against 11.0% countywide. Each city’s work is its own:

Adelanto: nearly one working resident in five in transportation and warehousing, the highest share of the five, and the most likely to work in another county. Totes, trailers, pallet jacks and long drives wear out backs, shoulders and wrists over months, which is why the claim that goes unfiled here is the cumulative trauma claim. Warehouse workers · Truck and delivery drivers · Staffing agency placements

Hesperia: the highest share in construction, 13.6%. Inside the city, the largest employer is Hesperia Unified School District, 3,269 counting substitutes, then the County of San Bernardino, 546, a Walmart Supercenter, 392, Stater Brothers Markets, 306, at three locations, and a Super Target, 304 (the city’s 2025 financial report). Construction workers · School employees · Grocery and retail

Victorville: health care first. Health care and social assistance employs 15.7% of working residents, retail trade 14.5%, transportation and warehousing 12.0%. Healthcare workers · Grocery and retail

Apple Valley: one working resident in four in education, health care and social assistance.

Barstow: the base, the railroad and the outlets. The city’s 2025 financial report lists Fort Irwin’s National Training Center, 8,451 employees, and the Marine Corps Logistics Base, 1,935, both outside city limits; then BNSF Railroad, 1,000; Barstow Unified School District, 750; the Outlets at Barstow, 450; and Barstow Community Hospital, 360. About one working resident in eight is in arts, entertainment, accommodation and food services. Restaurant and food service

For San Bernardino County as a whole, employers and insurers filed 41,786 first reports of occupational injury in 2024, 4.0 per 100 employees against 3.6 statewide (DWC). Those are reports, not lawsuits.

Federal jobs: Fort Irwin, the Marine Corps base, the prisons, the railroad

Who signs your paycheck decides which system you are in.

  • A federal civilian employee is under FECA, not California comp. That includes civilians working for the Army at Fort Irwin, the Marine Corps at the Logistics Base, and the Bureau of Prisons at the Federal Correctional Complex in Victorville. FECA is the government’s exclusive liability. You file a CA-1 or CA-2 with the Department of Labor, starting with its ECOMP portal, and no California workers’ comp judge has a role in it. I work for the federal government.
  • A contractor’s employee is usually under California comp, even on the base. California’s comp law reaches private employers’ employees, and federal law lets the state apply it on federal land. Security, janitorial, food service, construction: the claim is against that company’s insurance.
  • Exchange and other nonappropriated-fund workers fall under the federal Longshore Act by extension. Service members are in the military’s own system. Both are on our federal page.
  • Railroad employees have a separate federal law. The Federal Employers’ Liability Act makes an interstate railroad liable in damages for an employee’s injury resulting “in whole or in part from the negligence” of the railroad or its people. If BNSF employs you, ask the coverage question first.

Heat

Cal/OSHA’s July 2026 heat warning put the Apple and Lucerne valleys at 103 to 108 degrees. On July 21, 2026, it relayed National Weather Service extreme heat watches for July 23 through 27, 2026.

The rules apply indoors, too. Outdoors, the law requires shade above 80°F and high-heat procedures at 95°F for named industries, construction among them. Indoors, including warehouses, § 3396 applies at 82°F and has since July 23, 2024; its full requirements apply at 87°F. There is no heat illness presumption in California (AB 1336 was vetoed on October 13, 2025), so causation has to be proved, and a documented violation is the evidence. Write down the temperature, and whether there was water, shade or a cool-down area. Heat illness claims.

Languages

About one High Desert resident in three speaks Spanish at home: 122,100 people five and older in the five cities, 34.8%. In Adelanto it is 46.0%. Across the five cities, 44,148 residents told the Census Bureau they speak English less than “very well.”

You are entitled to an interpreter at no cost: at treatment, at medical-legal exams, at depositions, and at hearings. Your interpreter rights. Immigration status does not affect your right to benefits. If you are undocumented.

Frequently asked questions

Do you have an office in Victorville?

No. Our only office is in Los Angeles, at 1625 W. Olympic Blvd, Suite 802. We talk to High Desert clients by phone, make home and hospital visits when someone cannot come to us, and appear at the San Bernardino district office.

The San Bernardino district office, 464 W. Fourth Street. The DWC’s list sends Victorville’s 92392, 92393, 92394 and 92395 there. The county where you were hurt may also be chosen.

I live in Hesperia. Why does the locator say Riverside?

You may have entered 92340, Hesperia’s post office box ZIP code, which the DWC’s list sends to Riverside. Hesperia’s street ZIP codes, 92344 and 92345, go to San Bernardino.

Not if the Army employs you as a civilian: that is a FECA claim with the Department of Labor. If a private contractor employs you, it is usually a California claim against that company.

Will I have to go to San Bernardino?

For most conferences, no; they are held by video. Trials, expedited hearings and walk-throughs are in person, and VVTA’s Route 15 runs from Barstow and the Victor Valley to the San Bernardino Transit Center.
