THE SHORT ANSWER
If you live in Lancaster, Palmdale or the unincorporated Antelope Valley, your workers’ compensation case will generally be heard at the Van Nuys district office of the Workers’ Compensation Appeals Board, 6150 Van Nuys Blvd. If the federal government employs you as a civilian, at Edwards Air Force Base or anywhere else, your claim belongs to the federal FECA system instead; a contractor’s employee is under California comp. Our office is in Los Angeles, and we have no office in the Antelope Valley.
On this page
No workers’ comp court sits in the Antelope Valley. For a work injury claim it is two cities, Lancaster and Palmdale, the unincorporated communities around them, from Quartz Hill to Lake Los Angeles. Below: which office hears your case, the question that comes first if you work on a military installation, the train to court, and the free help.
Our office is in Los Angeles
Our office is at 1625 W. Olympic Blvd, Suite 802, Los Angeles. We do not have an office in Lancaster, Palmdale or anywhere in the Antelope Valley.
What that means for you:
- The consultation is a phone call, free, in English, Spanish or Korean.
- The case is handled by phone, mail and e-filing. You do not need to come to Los Angeles.
- Your hearings are at the Van Nuys district office, unless your case is filed in another county (see below). Most conferences are held by video, with the link on your hearing notice. Trials, expedited hearings and walk-throughs are in person, and we appear there for our clients.
- If you cannot come to us, we come to you. We make home and hospital visits across the four counties we serve, Los Angeles County included. Say so when you call.
The two cities, by the numbers
| MEASURE | LANCASTER | PALMDALE | LOS ANGELES COUNTY |
|---|---|---|---|
| People, January 1, 2026 | 178,159 | 166,118 | 9,837,286 |
| Change during 2025 | +0.6% | −0.3% | −0.6% |
| Largest industry of employed residents | Education, health care and social assistance, 27.1% | Education, health care and social assistance, 22.8% | 22.1% |
| Manufacturing | 9.1% | 11.8% | 8.5% |
| Work for a government (local, state or federal) | 22.7% | 17.6% | 13.0% |
| Work for the federal government, as civilians | 3,330, or 4.9% | 2,405, or 3.5% | 1.6% |
| Speak Spanish at home (age 5 and over) | 29.9% | 48.7% | 37.6% |
| Speak English less than “very well” | 13.0% | 21.5% | 23.4% |
| Largest employers named in the city’s 2025 financial report | Edwards Air Force Base, about 13,000; Northrop Grumman, about 7,000 | Northrop Grumman, 9,476; Lockheed Martin, 4,151 | — |
| Workers’ comp court for its ZIP codes | Van Nuys | Van Nuys | Five offices |
Population: California Department of Finance. Everything else: American Community Survey, 2020–2024 (federal shares are our calculation). Lancaster’s employer list covers what it calls the Greater Antelope Valley, a wider area than the city, so the two Northrop Grumman figures are different counts.
Who works here, and how they get hurt
Aerospace and defense. Northrop Grumman’s 9,476 employees are more than the other nine employers on Palmdale’s list combined, and Lockheed Martin is second. Manufacturing employs 11.8% of working Palmdale residents, against 8.5% countywide. Its claims are often slow ones: beryllium and other metals, solvents, noise, and asbestos, where the clock starts with disability and knowledge, not with the exposure. Manufacturing and aerospace claims. · Hearing loss. · Chemical exposure.
Schools, hospitals and public agencies. Education, health care and social assistance is the largest industry for working residents of both cities. Lancaster’s list includes Antelope Valley Hospital Medical Center (2,750), the Antelope Valley Union High School District (2,300) and the Palmdale and Lancaster school districts; Palmdale’s includes Palmdale Regional Medical Center (1,081). More than one working Lancaster resident in five is a government employee, against about one in eight countywide. A city, county, school district or state employer is still a California workers’ comp employer. School employees. · Healthcare workers. · Public employees.
Stores and distribution. Palmdale’s list also names Walmart (three stores, 1,199), World Class Distribution (681), Target, Home Depot and Lowe’s; Lancaster’s names a Trader Joe’s distribution center (800). Warehouse workers. · Grocery and retail.
Heat. In July 2026, Cal/OSHA relayed National Weather Service heat watches of “up to 108 degrees in the Antelope Valley.” Outdoors, the law requires shade above 80°F; indoors, including warehouses and manufacturing floors, 8 CCR § 3396 applies at 82°F. There is no heat illness presumption in California (AB 1336 was vetoed on October 13, 2025), so causation has to be proved, and a documented violation is the evidence. Heat illness claims.
Edwards, Plant 42 and the federal question
On or near a military installation, the first question is who employs you, not where you were hurt. Edwards Air Force Base tops Lancaster’s employer list. Air Force Plant 42 is in Palmdale; the Air Force Test Center describes it as operated as a component of Edwards and says “the most well-known contractors at Plant 42 are Boeing, Lockheed Martin and Northrop Grumman.”
| WHO EMPLOYS YOU | WHICH SYSTEM | WHAT YOU FILE |
|---|---|---|
| The Air Force, the Navy or another federal agency, as a civilian | Federal: FECA, decided by the U.S. Department of Labor. It is the government’s only liability for the injury | Form CA-1 or CA-2, starting with DOL’s ECOMP portal. Written notice within 30 days |
| A private company: a contractor, subcontractor, staffing agency, or a security, food-service or janitorial firm on the base | California workers’ comp, even on federal land | A DWC-1 claim form, to your employer. Written notice within 30 days |
| The armed forces, as a service member | Neither FECA nor California comp. Military service is its own system | Veterans and VA benefits |
Here, the question comes up far more often than countywide. About 4.9% of working Lancaster residents and 3.5% of working Palmdale residents are federal civilian employees, against 1.6% countywide (American Community Survey). Working in a federal building, or on a base, does not make you a federal employee. Check your paystub.
Two exceptions. A military exchange or other nonappropriated fund employee is under the Longshore Act by extension. And California’s cancer presumption for firefighters at Department of Defense and NASA installations helps only a firefighter covered by California comp, not a federal civilian under FECA.
This firm practices California workers’ compensation. A FECA claim is a federal process, with its own deadlines and fee rules. Hurt working for the federal government?
Where an Antelope Valley case is heard
For the valley, the DWCDWC Division of Workers’ Compensation, part of the Department of Industrial Relations. Administers the system. Information Services Center: 1-800-736-7401.’s list points to Van Nuys. The Division of Workers’ Compensation publishes a list showing which district office serves each ZIP code. Here is where it puts the valley’s ZIP codes (names from the Postal Service):
| ZIP CODE | POSTAL SERVICE NAMES | OFFICE ON THE DWC’S LIST |
|---|---|---|
| 93534 · 93535 · 93536 | Lancaster; also Hi Vista, Lake Los Angeles (93535) and Quartz Hill (93536) | Van Nuys |
| 93550 · 93551 · 93552 · 93591 | Palmdale; also Leona Valley and Quartz Hill (93551) and Lake Los Angeles (93550, 93591) | Van Nuys |
| 93543 · 93544 · 93553 · 93563 | Littlerock and Sun Village; Llano; Pearblossom; Valyermo | Van Nuys |
| 93510 · 93532 | Acton; Lake Hughes and Elizabeth Lake | Van Nuys |
The unincorporated communities go where the cities go. The Census Bureau counts about 13,100 people in Lake Los Angeles, 11,500 in Quartz Hill and 11,000 in Sun Village, all in Los Angeles County, and their ZIP codes are on the Van Nuys list.
The rule behind the list: Labor Code § 5501.5
Venue is set by Labor Code § 5501.5, and you have a say in it. The Application for AdjudicationApplication for Adjudication Opens your case at the Appeals Board. One year. may be filed in the county where you live; the county where the injury occurred (in a cumulative traumaCT — Cumulative trauma Injury from repeated exposure over time. The largest injury category in California and the least claimed. claim, where the last injurious exposure occurred); or, if you have a lawyer, the county where your attorney maintains a principal place of business. Your written consent to the venue is filed with the application. Los Angeles County has five district offices; the DWC’s list shows which one serves your ZIP code.
Our principal place of business is in Los Angeles County, which for anyone living in Lancaster, Palmdale or the communities around them is already your county. If the attorney’s county is the one chosen, the employer may object within 30 days, and a timely objection sends the case to where you live or where you were hurt. After filing, venue changes only on a petition showing good cause.

Metro Rapid Line 761 starts at Sylmar Station and runs, in Metro’s words, “via San Fernando Bl, Van Nuys Bl, Sepulveda Bl.” The 5:11 a.m. train from Lancaster and the 7:14 a.m. bus reach the Van Nuys G Line Station stop at 7:54, by the published schedules. Metro does not name a stop for 6150 Van Nuys Blvd, so check the walk before the day of a trial.

Frequently asked questions
Do you have an office in Lancaster or Palmdale?
No. Our only office is in Los Angeles, at 1625 W. Olympic Blvd, Suite 802. We talk to Antelope Valley clients by phone, make home and hospital visits when someone cannot come to us, and appear at the Van Nuys district office.
I live in Palmdale. Which court hears my case?
The DWC’s list sends every Palmdale ZIP code we checked, 93550, 93551, 93552 and 93591, to Van Nuys. If you were hurt in another county, the law allows that county too, with your written consent.
I am a civilian employee at Edwards. Is this workers’ comp?
Not California’s. A federal civilian employee is under FECA, which is the government’s only liability for the injury. You file a CA-1 or CA-2 with the Department of Labor.
I work for a contractor at Plant 42. Is that FECA or California?
California. FECA covers employees of the government. A private company’s employees are under California workers’ comp, and federal law lets California apply it on federal property.
Will I have to go to Van Nuys?
Not to talk to us, and not for most conferences, which are held by video. Trials, expedited hearings and walk-throughs are in person; Metrolink and Metro Line 761 go there.
